This 10 MW Mandira Dam SHEP is storage-based small hydro project that utilizes the Mandira Dam on the River Sankh, owned by Rourkela Steel Plant. GEDCOL SAIL Power Corporation Limited (GSPCL) is setting up the project with 3 units of 3.33 MW each, using reservoir releases before the water enters the River Sankh downstream of the spillway.

The EPC contract was awarded to HIPL-RSVCPL (JV), Hyderabad. BHEC is responsible for the complete design engineering of the project in which WAPCOS is the PMC. The site is challenging due to its unsuitable founding media which has led BHEC to come up with different designs to meet these constraints.
